I just found that my auto insurance policy had been expired. ( I am too careless 
…) .. Meanwhile, I tend to sell my car within 1 month. Do I have to present a new auto insurance card to the AAA service specialist while ceding my car to the buyer?

You do not need to be insured to sell your car. The BUYER needs insurance to buy it.
Keep in mind that driving without insurance (until you sell your car) is illegal and also dangerous.

I agree with the other poster. The details are somewhat confusing as to where everyone was.
Depending on state law where you live, could determine if they pay for your damages or not. Most states have comparative negligence which means that the other person has to be at least 51% at fault to be found at fault. If not they owe nothing and deny your claim. If that is the case in your state, you will be on your own and have to pay for your damages out of your pocket.
Some states negligence will allow if shown 50%, but if that is the case in your state, then they will pay 50% of your damages only.
ie; estimate is $800; they pay $400 and you pay $400. But if that is the case, they will be looking to you to pay 50% of the lady's car repairs also.
Have you filed a claim with your insurance company? If not, I suggest you do so. Your adjuster can explain the state laws where you live.
Your adjuster will do their own investigation of the facts of the accident. Your adjuster may agree with the other adjuster or find that you were not at fault, that is their job.

What is your definition of success in health care? If you're talking about having the best rates in actually saving lives.. then the current US, for profit health insurance system is a success.
Certainly not something Obama is going to mention, but the US health caree system is the best in the world at SAVING lives. We pay a lot, but it's the best.
Secondly, using the VA as an example of good government health care shows how poorly you've through this argument through. The VA is HORRIBLE. It is the symbol of everything that is WRONG with government run health care.

If there is a change in your pulse and you have been ruled out for having a cervical rib, I would seek the advise of a vascular surgeon. I would start looking at vascular causes at this point. An MRA (not MRI) or angiography might be required.
You don't have to have insurance on it to sell it, but if it's being driven by you or anyone else and an accident happens in the meantime that means you'll be responsible for any damage done. Why don't you reinstate your policy for now and if you sell the vehicle you can then cancel and get a refund of any money still outstanding on your policy?

As things stand the proposed Universal Healthcare Plan will just complicate things more and drive up the costs more.
